Energy loss in high-frequency content in noisy part for OMASA, no DTX at 96kbps

This might be related to #2008, but looks a bit different, hence this separate issue.
With cat3 -16dB concatenated input for P800-19 at 96kbps, there is a drop in energy in the high band for some background noise parts (Note: no DTX set here).

This does not seem to happen at the neighbouring bitrates (80kbps and 128kbps). Also, there seems to be something systematically different about the high band treatment in 96kbps wrt the neighbour bitrates. This can be seen even in float, see below. Maybe there is a wrong IGF config used here.
