High frequency difference between BASOP fixed point and PC main floating point for SBA HOA3 inputs.

Bug description

Looking at the output differences between BASOP and PC main, above 10kHz the BASOP fixed point output looks to be a little louder. I have dumped the core decoder output and the difference is not present, so it must be occurring somewhere in the SBA decode.

Ways to reproduce

Encode encode and decode HOA3 content. For example:

IVAS_cod -no_delay_cmp -sba 3 -max_band FB 16400 48 input.wav bitstream.pkt
IVAS_dec -no_delay_cmp BINAURAL 48 bitstream.pkt output.wav

Found it most noticeable in a drums track. The same drums track that was referred to by this ticket: ivas-codec-pc/ivas-codec#13 (closed)
