MASA energy ratio decoding differences

Bug description

There are differences in the decoded energy ratios of MASA with respect to float version. There is first one difference type from an issue similar to #953 (closed) and then the decoded second direction energy values are not all considered further after decoding, but stopping at the number of subbands given by the second direction.

Ways to reproduce

Encoding at 384kbps with MASA with 2 directional data.
