Resolve "Missing energy during IVAS low rate mode"

vaillancour requested to merge 1320-missing-energy-during-ivas-low-rate-mode into main

The MLD of each channel is decreased by ~7 points, going from 17.3 to 10.8 for the left channel and from 15.1 to 8.8 for the right channel
