EVS core-decoder updates:

  • bring BASOP closer to FLP wrt. function names and interface
  • harmonize hTonalMDCTConc + remove duplication of the handle
  • harmonize hPlcInfo + remove duplication of the handle
  • review of static parameters, remove duplications, and ensure the same functionality between EVS and IVAS core-decoder
  • merge BWE init. functions
