Introduce .gitattributes and end-of-line normalization

norvell requested to merge add-gitattributes-2 into main

Adds .gitattributes and end-of-line normalization. The first step of this MR is to check the impact of this addition, but it seems only the lib_com/options.h was affected by the renormalization. If this is the case, there is no problem to merge this.

This MR replaces !1429 (closed), where LFS tracking details were included.
