This MR includes stereo_icBWE_dec and functions converted to support 32-bit data types which includes GenSHBSynth, ScaleShapedSHB, Decimate_allpass_steep, interpolate_3_over_2_allpass, Interpolate_allpass_steep and deemph_32.
