[CI] Reserve ivas-pytest-compare_ref-long-dec* jobs to high-memory-capacity runners

norvell requested to merge ci/reserve-ltv-dec-jobs-for-high-memory-runners into main

The observed failures for ivas-pytest-compare_ref-long-dec* jobs in #1492 (closed) seem to be limited to Ericsson runners and the Nokia runner. This MR reserves these jobs to be run on the runners with the tag high-memory-capacity, currently set for FhG runner 3, FhG runner 4 and the Dolby runner.
