Ci/mld jobs with level scaling

This extends the MLD tests by +/- 10 dB scaling of the input, and also includes the long self test vectors and the renderer tests.

Note: there is some code duplication in the jobs, which can hopefully be cleaned up with anchors for easier maintenance. The jobs differ only in the application of the input scaling and if the reference encoder is used in the tests.
