Remove codec_be_on_mr_nonselection from LONG_TEST_SUITE. Enable renderer comparison tests

This is a fix to remove the MR pipeline part of the long test vector pipeline. It also adds the --create_ref and --create_cut arguments to enable the renderer comparison tests.
