Propose fix for 746, frame boundaries issues

Proposed fix for #746 (closed).

Issues seemed to be one of the float->fix conversion before the call to the function stereo_switching_dec in ivas_cpe_dec_fx.c. Proposed modifications under the switch FIX_746.

From top to bottom the image below (all are right channel) : Float, Fixed-point, Fixed-point with FIX_746 activated.
