Replace hard-coded 10737418 (1 / FRAMES_PER_SEC * MAX_PARAM_SPATIAL_SUBFRAMES in Q31) by macro

Macro ONE_BY_SUBFR_PER_SEC_Q15 is now used consistently at all related places.

At the same time, some instrumentation is corrected in lib_dec_fx.c.
