[CI] Add default MR template from PC float repo

ci/add-default-mr-template-from-float-repo into main

This just adds the default MR template from the float repo. The template helps filling in necessary details for a potential CR to the code and should be filled in carefully before an MR is accepted. Maybe CI MRs could be exempt from this rule.
