Reason why this change is needed

• There is a bug in computing the factor in the SBA decoder for output sampling rates 16 and 32 kHz.

Description of the change

• Fix the scaling factor before the SBA decoder for output_Fs = 32 or 16.

Affected operating points

• Not BE for ivas_sba_dirac_stereo_dec() and otuput_fs = 32 or 16 kHz.
• Differences are +/-1.
