Reason why this change is needed

  • There is an inconsistency in the threshold for the LSF Q codebook-type decision.

Description of the change

  • Fix the threshold for the LSF Q codebook-type decision such that IVAS BASOP follows EVS. (IVAS float is correct.)

Affected operating points

  • The ACELP core-encoder is not BE, thus all coding modes involving ACELP are affected.
  • Bitstream compatible.
