Resolve "adding back FIX_1478_UNINIT_ON_BFI not present in the harmonized GSC enc code"

Reason why this change is needed

• When working on 1904 (Harmonization of EVS and IVAS GSC code), the clang the fix 1478 has been missing in the harmonized code.

Description of the change

• Adding the fix to the harmonized code as well.

Affected operating points

• Should be fully BE, the fix addressed clang-18 issue
