Reason why this change is needed

• With some minimal adjustment, the same code can be used to quantized the FEC parameter for both EVS and IVAS. Most of the cases, the modification is bit exact, sometimes encoded parameter vary slightly

Description of the change

• replace FEC_encode_ivas_fx by FEC_encode_fx

Affected operating points

• This might affect some of the synthesis containing frame erasure, quality impact should be minimal
