Simplify scaling of SHB buffers in core-encoder

Reason why this change is needed

  • In ivas_core_encoder_fx(), there exist two variants of SHB speech buffers for ACELP BWE processing.

Description of the change

  • The 32-bit SHB buffers and the related scaling is removed.
  • Saves 6,800 bytes of encoder stack.

Affected operating points

  • All is BE.
