Reason why this change is needed

  • There are plenty of duplicate IGF functions for EVS and IVAS. This adds lots of code redundancy and makes it hard to understand and maintain the code.

Description of the change

  • Numerous duplicate IGF functions are unified and the redundant code is removed.

Affected operating points

  • Produced bitstream is BE for EVS-MONO and IVAS compared to previous state
