agc and avq related functions converted to fixed.

[x] Functions present in avq_dec.c updated with basops/macros and one function is imported from EVS.
[x] Functions present in ivas_agc_com.c and ivas_agc_dec.c are converted to fixed point.

Testing:
[x] mld_dec_pytests: 567 failed, 2 passed, 381 skipped.
[x] MLD test results: 9 files have MLD higher than threshold. Debugging in progress.
