Resolve "HQ core harmonization issue: peak_avrg_ratio_fx() in LR-HQ"

Reason why this change is needed

  • Misalignment between IVAS BASOP and float in peak_avrg_ratio_fx, which causes a need to call with HQ_BWE_CROSSOVER_BRATE instead of st_fx->total_brate in HQ-LR to keep EVS bit-exactness.

Description of the change

  • Add missing condition from IVAS float on total_brate.
