Reason why this change is needed

  • As agreed in meetings, G.192 bitstreams should also support format switching within IVAS

Description of the change

  • Bring back changes removed in commit 6a15d338bfe3a13b4df1d14b0a66a2c446d3586f and adapt them to current code.

Affected operating points

  • Decoder only. In non-VOIP operation, this allows format switching within IVAS.
