Reason why this change is needed

  • Maintenance: remove obsolete code + bring BASOP closer to float

Description of the change

  • Remove several duplicated function declarations in prot.c
  • rename sr2fscale() to sr2fscale_fx()
  • rename hp20_fx_32_opt() to hp20_fx_32() and remove currently unused hp20_fx_32()
  • remove unused constants and functions
  • rename function names in lib_enc/ivas_stereo_td_enc_fx.c to match their float variants
