Add fix FIX_BASOP_2562_HQ_PREECHO_SAT to address saturation

Reason why this change is needed

  • Assert triggered in HQ core decoder, preecho routine. This part comes from EVS, so to maintain BE the commonly used solution has been to add a saturating operator.

Description of the change

  • Added L_add_sat in preecho routine.
