[non-BE] revert SVD zero flush

fotopoulou requested to merge revert-svd-zero-flush into ivas-float-update

This is to keep the parameters in sync with float.

In float it was observed that with this tuning the complexity at decoder for ParamMC exploded and therefore was reverted to initial value. See ivas-codec-pc/ivas-codec!1623 (3de57e41)
