[CI] Add manual job pytest-renderer

Hi @venkateshsa,

This MR adds a manual test job for the renderer tests. It still includes the build jobs, due to the reuse of the ivas-pytest-anchor. If this is OK, it is fine to merge. If we want to get rid of the build jobs some more script code is needed.
