[CI] Increase testcase timeout for sanitizer jobs

ci/extend-timeout-for-msan-job into main

This adds the new variable TESTCASE_TIMEOUT_STV_SANITIZERS set to 1800 seconds, which is twice the value of TESTCASE_TIMEOUT_STV. This should resolve the observed timeouts for the MSAN jobs.
