[CI] Use FX enc -> FL dec in long jobs

norvell requested to merge ci/ltv-jobs-using-enc into main

This changes the long test vector jobs

  • ivas-pytest-mld-long-enc-dec
  • ivas-pytest-mld-long-enc-dec-lev-10
  • ivas-pytest-mld-long-enc-dec-lev+10 to use FL decoder instead and renames the jobs to
  • ivas-pytest-mld-long-enc
  • ivas-pytest-mld-long-enc-lev-10
  • ivas-pytest-mld-long-enc-lev+10 This should better match the requirement on encoder testing according to the contract. We may consider adding FX enc -> FX dec tests later, since this should of course also work.

@kiene: You mentioned the pages jobs may need to be updated with the job names here. Currently they are not included, right?
