[NONBE] masa2total threshold precision limitation in OMASA

vasilache requested to merge 819-fix-masa2total-threshold-precision into main

Limits the precision for the comparison with the masa2total energy ratio threshold. The changes are currently at the decoder only. When the encoder will be in fixed point, it should correspond to the update to the floating point code. Closes #819 (closed)
