[CI] add JBM BE test for neutral profile

This adds the JBM bitexactness test to the merge request pipeline. It compares non-JBM operation with JBM operation with a neutral (all-zero) delay profile which should be bitexact except for a constant delay of 60ms.

This currently always fails as this assumption is not met for all cases, see #784 (closed). So, this should be fixed before merging this.
