Fix for 3GPP issue 784: BASOP decoder without JBM not BE to BASOP decoder with zero-delay profile [allow regression]

[x] Changed implementation of apa_exec to take 32-bit input and changed intermediate processing to take variable Q.

[x] Validated changes for 3GPP issues #979 (closed) and #980 (closed).

Small deviations in MLD. Enabling allow regression.
