Fixed calculation of energy (Energy_16, EnergyL_16) in SWB_BWE_decoding [allow regression]

In SWB_BWE_decoding, there was a discrepancy when calculating the envelope energy between float and basop. Energy_16 was 0 all the time, and Energy_L16 was overwritten.
