Port comparison and postvalidate CI stages from upstream

This merge request ports the following jobs (and the auxiliary templating code) from the upstream IVAS codec repository:

• renderer-pytest-on-merge-request
• ivas-pytest-on-merge-request
• ...

Contributes to (but does not resolve) #1143.

Also contains changes from !913 (closed).
