Code moderator testing branch rel17 init

As review window is closed by end of 24.01.2022. The open review is done, comments taken. As agreed with Xu Ruiyue, Sean will merge the contents of code_moderator_testing_branch_rel17_init to 140e integration branch, which includes all contents of 139e/140e (except Huawei's change for introducing first Rel17 version of genericNrm.yaml and comDefs.yaml)

code_moderator_testing_branch_rel17_init branch includes:

  • introducing first Rel17 version of genericNrm.yaml and comDefs.yaml based on 16.9.0 version from Rel16
  • Huawei's contribution (S5-215533 Rel-17 CR 28.622 Add support for MnS Discovery[Rel-17][28.623][CR0140])
  • Depended change to other yaml files.

After the merge, 140e integration branch (integration_Rel17_SA5_140_YAML) will include all 139/140 contents.
