[ref-using-main] [rend-non-BE] Resolve "MASA pre-rendering disabled in validity check"

Reason why this change is needed

• The MASA prerenderer was disabled due to a change in validity check.

Description of the change

• This corrects the validity check such that MASA prerenderer can be used again. This also adds one test case in renderer pytest for the prerenderer to better ensure that it does not break in the future.

Affected operating points

• Only renderer is affected. Technically, this is non-BE as the current main does not produce any output for this operation.
