[Non-BE] Resolve "JBM: Match loudness for stereo and mono in ParamUpmix mode"

Reason why this change is needed

ParamUpmix which operates at 7.1.4 160kbps when rendered to stereo and mono doesn't quite match output levels with other modes in the JBM path. Related to #787

Description of the change

Apply gain to upmix channels in the JBM path.

Affected operating points

  • ParamUpmix to STEREO and MONO decoding
  • Produced bitstream is BE compared to previous state (no encoder changes).
