[BE] Test WMC tool v 1.5

Reason why this change is needed

Update to the latest version of the WMC tool from https://github.com/malenov/STL/tree/dev/src/wmc_tool

Description of the change

• BASOP files are replaced with their instrumented versions
• wmc_auto.[h|c] are updated
• binary files Linux\wmc_tool and Win32\wmc_tool.exe are updated
• #undef WMC_TOOL_SKIP is added to encoder.c, decoder.c and renderer.c

Affected operating points

It should be BE in all operating points. The complexity and PROM are expected to be slightly higher in all operating points.
