• Follow up for the scripts added in MR !1202 (merged)

Description of the change

• Update of HRTF ROM tables and Binary files for all renderers using the scripts added in MR !1202 (merged)
• Adds switch NONBE_FIX_BINARY_BINAURAL_READING: Add support reading binaural binary files incomplete or not to decoder and renderer. This branch will not be BE because of changes in binary file format.
