[non BE]enable reverberator with BINAURAL_ROOM_IR

Reason why this change is needed

late reverb part does not run with BINAURAL_ROOM_IR or BINAURAL_ROOM_REVERB output

Description of the change

change condition to open the reverberator structures

Affected operating points

SBA and ParamMC with BINAURAL_ROOM_IR output are not BE the encoder is unchanged and the bitstream is BE
