[CI] Generate coverage for short test vectors as part of coverage job

Reason why this change is needed

  • The coverage of the short test vectors is the basis for the conformance tests 26.252.

Description of the change

  • Added extraction of short test vector coverage and publish these along with the full coverage report. The extra coverage report should be ok, but the pages job needs review.

Affected operating points

  • Pure CI change, no operating points affected
