Reason why this change is needed

Consistent EXT output format required to have the SBA-order bits in the bitstream at all bitrates

Description of the change

re-introduce the SBA-order bits in the bitstream

Affected operating points

  • The OSBA bitstream format will change for OSBA modes at bitrates between 24.4 and 256 kbps.
  • Due to two bits being taken from the core budget, the output is non-BE too.
