Add OSBA/OMASA support to IVAS_rend

• Add CLI support to the external renderer for the combined formats

Description of the change

• The input parsing has been updated to configure the renderer correctly for combined formats.

Affected operating points

• External renderer, now supports ISMx{SBAy,MASAy} for input formats.
