[CI] Filter out rtpdump tests from cmds_enc in parse_commands.py

Reason why this change is needed
- The ivas-conformance pipeline is failing in main with the added rtpdump tests (see 5b33b16e ). The issue seems to be originating from
test_26252https://forge.3gpp.org/rep/ivas-codec-pc/ivas-codec/-/jobs/591065/viewer#L31668.
Description of the change
- Filter out rtpdump tests from cmds_enc in parse_commands.py. The rtpdump bitstream is different for each run.
Affected operating points
- ivas-conformance and ivas-conformance-linux jobs
