Reason why this change is needed

There was a mismatch of internal buffer lengths and corresponding pointers for the second channel at 16 kHz JBM.

Description of the change

Fix pointer position for the second renderer channel.

Affected operating points

Non-BE for JBM 16kHz decoding.
