Add EVS BE test for windows executables to ci pipeline

Assumes official EVS BE test sequences are placed at "C:/Users/gitlab-runner/testvec" on the windows runners.

With some help from @norvell, we have added a job, be-2-evs-windows, to test EVS bitexactness with official test sequences from https://www.3gpp.org/DynaReport/26444.htm for windows.

This has been tested on Ericsson runner. Here is a link to one passed job: https://forge.3gpp.org/rep/ivas-codec-pc/ivas-codec/-/jobs/82875

@pajunen, could you please have a look and also test on Nokia's runner? You can create your own branch and change the tag of the job to nokia-windows-runner to test only on Nokia's runner.
