[CI] add disable hrtf test mechanism back

Jan Kiene requested to merge ci/disable-hrtf-test-mechanism into main

The mechanism around DISABLE_HRTF was not working correctly, so I removed it when merging back to main/ivas-float-update. This MR, together with this branch from the ci repo brings it back and (hopefully) makes it functional.
