Fix bandwidth detector in mono MASA

Reason why this change is needed

• The IVAS bandwidth detector kicks in where it ideally shouldn't for MASA 48 kbit/s, 1 TC.

Description of the change

• Apply no hysteresis in BWD at higher bitrates also in mono MASA and OMASA.

Affected operating points

• Non-BE for mono MASA and OMASA at higher bitrates for signals with limited HFs.
