Reason why this change is needed

• A condition is missing when decoding GSC gains in IVAS fix-point. This can cause quality degradation for the lowest bit rate of the GSC.

Description of the change

• Addition of the missing condition.

Affected operating points

• potential to affect synthesis BE of all operating point that are using a very low coding mode
• Decoder only modification (bitstream remains BE)
• synthesis might not always be BE
