Remove Unused function bands_and_bit_alloc_fx(), table GSC_freq_bits_fx[]

Reason why this change is needed

  • The function bands_and_bit_alloc_fx() and corresponding table GSC_freq_bits_fx[] are currently unused in the code. They were replaced by _ivas-equivalents.

Description of the change

  • Removal of unused function/table and renaming of _ivas_fx versions to default ones.

Affected operating points

  • All is BE.
