[split-non-BE] Extend unit test scenarios to cover dynamic lc3plus frame duration switching

Reason why this change is needed

  • This is a companion MR to !2999, which introduces additional unit tests for the LC3wrapper used in ISAR

Description of the change

  • Duplicated tests for BASOP were unified with those for float (switching between float and basop is implemented via unit-test-level compiler switch automatically set by CMake in the BASOP repo)
  • Changes applied in c10e0afa are temporary. This is to tell the CI system to use the scripts folder from the corresponding float MR (ivas-codec-pc/ivas-codec!2610). The commit should be reverted before merge.

Changes in this MR are implemented on top of !2999 and so should be merged after !2999.
